Marguerite Reardon writes a good "Ask Maggie" tech advice column on CNET.  Today, she answers a reader's question about whether it's worth waiting for the new Samsung Galaxy S4 Smartphone, due out later this month.  If you're one of those considering making the jump to the very popular Galaxy S3, it worth reading her thoughts.  The short version is -- wait.  Not only does she think the improvement are notable, but if you're on a budget, then you're likely to get best deals on the S3 after the new model is released.
